The documentary reconstructs, through police body camera footage, media reports, and firsthand interviews with family members, the profound structural shadows obscured by bullets and authority. Director Tsai's cinematic journey delves deep into the poignant plight of Southeast Asian migrant workers in Taiwan.

Much like the stories of the 700,000 other migrant workers in Taiwan, Vietnamese man Nguyen Quoc Phi, who loved singing, became a runaway worker caught in the complex and often harsh migrant worker system. Tragically, in 2017, Nguyen was accused of car theft and shot nine times by the police officer. Were the nine shots the only cause of Nguyen's death? When the true perpetrator is not clear, can the imperfect victim be blamed?

像70萬名來台移工的故事，愛唱歌的越南青年阮國非為了盡早還債，不幸成為台灣人鄙夷的「逃跑外勞」。2017年8月31日，阮國非在偏僻的河邊被舉報竊取小貨車，遭年輕警察陳崇文連開九槍追捕，送醫途中因失血過多不幸身亡。

「還要走多遠才能安息？」九發子彈，奪去了越南移工阮國非的性命。是依法追捕竊車嫌疑人，還是執法過當、違反比例原則？九槍過後，一切是否隨著他生命的逝去而畫下句點？導演蔡崇隆依據警方秘錄器、媒體報導和家屬的第一手訪談，試圖深入探索在子彈背後，隱藏的龐大結構性問題，以及東南亞移工在台灣的真實處境。
